By defending a broken energy market, the Conservatives have shown how out of touch they are with consumers.

There are only two explanations I can think of for the ill-judged and half-baked response of the Tories to the key announcements unveiled by Ed Miliband this week. The first is that Lynton Crosby has been on holiday. And the second is that they are even more out of touch than we imagined. I doubt, however, that David Cameron would give his pet lobbyist time off the week off before his party?s own conference. So, the latter must be true.

Yet even Lynton must have wondered at the hysterical response to Ed?s announcement that we would freeze gas and electricity bills in 2015, for 20 months, while we reset the market. Street lights would flicker and snuff out, companies would leave and investment in renewable energy would grind to a halt. The notion that the energy companies, which have increased average bills by ?300 over the last three years, are at risk of going bust if Labour freezes bills for 20 months is frankly ridiculous. And the idea that they need to make excess profits at the expense of the consumer to invest, ignores the fact that profits have gone up over the last four years but investment in clean energy has slumped from ?7.2bn in 2009 to ?3bn in 2012.

Take Centrica, for example, the company that has been most vocal about our proposal. They claim that "if prices were to be controlled against a background of rising costs it would simply not be economically viable for Centrica, or indeed any other energy supplier, to continue to operate and far less to meet the sizeable investment challenge that the industry is facing". The reality is that over recent years, Centrica has made the biggest profits of any of the Big Six but has invested the least in new plants. Rather than delivering the investment everyone agrees we need, they have been paying 74% of their profits out as dividends. The truth is that some of these companies have seen profits from their sales to households rise by 30% in a year, irrespective whether the cost of wholesale generation and purchase has risen or fallen. In fact, the only thing that?s fallen as far as customers are concerned is trust in companies that appear to be operating in a market which for them is more comfortable than competitive. And all this at a time when working people are an average of almost ?1,500 a year worse off under this government.

Labour?s proposal, advanced with such clarity in Ed Miliband?s inspiring speech at Brighton, is no more than a proportionate, just and necessary corrective to this situation. It will be an intervention on behalf of the people by a government fighting for the interest of the people. And the people should not be expected to stand by and be bullied, or held to ransom, by companies implausibly threatening job losses and capital flight.

We might recall the prophecies?of doom which accompanied the creation of the minimum wage ? a control on the price of labour itself, of course ? and the reality that unemployment didn?t increase and businesses were able to compete through higher skills and greater investment instead. A race to the top, instead of a race to the bottom, if you like. So let?s get this policy in perspective and hear no more nonsense about Seventies-style socialism. What Ed has suggested is just the right thing to do by a Labour government that welcomes market mechanisms where they function well and in the interests of consumers, businesses and the society which they inhabit. This is about resetting a broken market and injecting the competition and transparency that we need to restore fairness and trust.

David Cameron and his grossly out-of- touch colleagues would do well to stop defending the profits of the energy companies and instead read David Sainsbury?s excellent new book Progressive Capitalism. There, the PM might learn from someone who was at the heart of the New Labour about the necessity of government intervening to set rules and create institutions that can manage markets in the interests of the people, not of the profiteers. And he might also decide the right thing to do is to pinch our proposal and freeze prices sooner than 2015. Consider it a freebie, Mr Cameron, a policy gift from Labour. Keep it; we?ve got plenty more to spare.

In the fight against desertification, so-called straw checkerboard barriers (SCB) play a significant role. SCB consists of half -exposed criss-crossing rows of straws of wheat, rice, reeds, and other plants. The trouble is that our understanding of the laws governing wind-sand movement in SCB and their surrounding area is insufficient. Now, Ning Huang and colleagues from Lanzhou University in China have performed a numerical simulation of the sand movement inside the SCB, described in a paper just published in EPJ E. China is particularly affected by desertification, which affects 18 percent of its territory. The results will help us to understand sand fixation mechanisms that are relevant for sandstorm and land-desertification control.
The authors relied on a simulation of large eddies, which are circulations around an obstruction such as the SCB walls, to study the turbulence stress. They also used a discrete particle-tracing method to numerically simulate the wind -sand movement inside the SCB. Specifically, they described the sand as a gas, using equations to describe their space-averaged hydrodynamics. They also analysed in detail the movement characteristics of sand particles, the transverse velocities of sand particles and wind-sand flow within the SCB using a model taking into consideration the coupling effects of wind field and sand particles.
Huang and colleagues found that the SCB contributed to a decrease in the sand transport rate in its interior, thus helping the sand fixation. What is more, as the transverse distance increases, the strength of wind-sand flow eddies decreases. Meanwhile, the sand accumulates near the interior walls of the SCB. Finally, as the number of SCBs increases, the wind is less able to transport sand.
Future studies will be designed to optimise SCB design, based on the authors' theoretical analysis. These findings could also be used to study the evolution to sand dunes.

SUNRISE, Fla. (AP) ? Vincent Viola grew up in Brooklyn, graduated from West Point, is a former chairman of the New York Mercantile Exchange and after the Sept. 11 attacks founded a center devoted to combating terrorism.
He's now the new owner of the Florida Panthers, said a person familiar with the situation.
Viola will be introduced in that role Friday after paying $250 million to buy the NHL franchise, the person said, speaking to The Associated Press on condition of anonymity because the terms have not been made public. The Panthers scheduled a Friday news conference to discuss ownership, but confirmed no other details.
"I know the parties are working very hard on a transaction and they're going to try to consummate it as quickly as possible," NHL Commissioner Gary Bettman said earlier this week.
Viola will replace Cliff Viner, a longtime Panthers fan who became a co-general partner of the team in 2009 and took over as general partner, chairman and CEO the following year.
Viola is the chairman and CEO of Virtu Financial, an electronic trading firm with offices in the U.S., Singapore and Ireland. He's buying a franchise that has been to the playoffs only once since 2000 and finished with the fewest points in the NHL last season.
Viola graduated from the United States Military Academy at West Point in 1977, was a major in the U.S. Army Reserves and is a graduate of New York Law School. He's also long been involved with philanthropic projects and is a past winner of the Ellis Island Medal of Honor.
In 2003, he founded and helped fund the creation of the Combating Terrorism Center at West Point.
Completing the sale will have an immediate effect on the on-ice product, at least in one respect. The move clears the way for the team to complete the signing of two-time Vezina Trophy winner Tim Thomas, a Stanley Cup-winning goaltender who took last season off before deciding that he wanted to return.
Thomas has been with the Panthers on a tryout deal, and it was believed that the team was waiting for the ownership change to be completed before wrapping up his signing.

Just two months ago, New Mexico was dry. Nearly the entire state was classified as experiencing extreme or exceptional drought. Well what a difference September makes. Now most of New Mexico has received above-average rainfall, even record rainfall in some places. It's a big relief, but as any climate scientist will tell you: One month does not end a drought. In fact, this drought and others before it have permanently changed the land and the way it's used. NPR's Ted Robbins reports.
TED ROBBINS, BYLINE: It's drizzling near Deming, New Mexico, as Steve Willmeth stops to show me part of his ranch.
STEVE WILLMETH: We're going to get mud on you.
ROBBINS: We pull over on a dirt road next to a pasture of wild grasses. Willmeth is dressed in jeans, a checked shirt and a white cowboy hat. His family's been ranching for generations, but he bought this grazing allotment 10 years ago. Since then, he says he spent hundreds of thousands of dollars installing pipes to get water from wells to cattle in dry times. He also rests pastures to let the grass grow. There are no cattle on the land right next to us. Still, if these rains hadn't interrupted the 10-year drought, he'd have faced a tough decision.
WILLMETH: That decision would have been to liquidate more cattle. And if it hadn't rained at all, then the decision would've been made to liquidate everything.
ROBBINS: The biggest change on Willmeth's land and all over the arid Southwest is that ranchers routinely own fewer cattle than they used to. Now, most realize the land just can't handle more.
WILLMETH: We are in a land of drought and that is just the fact of life we face. And we have to adjust to the conditions of it.
ROBBINS: For more than a century, southwestern New Mexico was habitually overgrazed. The Bureau of Land Management, which administers most of the land, still allows twice as much cattle as the 600 ranchers in the area now own. The effects of that former overgrazing have been gradual yet stark.
KRIS HAVSTAD: We're on a site right here that has just slowly changed over the last hundred years.
ROBBINS: From the top of a steel tower, Kris Havstad looks over the Jornada Experimental Range, managed by New Mexico State University, northwest of Las Cruces. The Jornada is an area of grassland, mountains and desert the size of New York City. It's used to observe the effects of ranching practices and of climate change. There's more than a century of data now. Havstad, the lead scientist here, says much of the area used to be grassland. Then came the drought in the 1930s and again in the 1950s, and the overgrazed land changed.
HAVSTAD: Less ground covered, more exposed surfaces.
ROBBINS: Much of the grassland has changed, more or less permanently, to desert.
HAVSTAD: And the impact of that in terms of the environment is those surfaces contribute tremendous amounts of dust to the atmosphere.
ROBBINS: Research shows that dust in the atmosphere can in turn further cut the chance of rain. And that's not just a problem here. That dust can spread in the atmosphere all over the continent. Not much can be done to reverse what's already happened to the land here. But the change to desert is being slowed, if not stopped. The Jornada has gone from 20,000 down to 200 head of cattle.
As we bounce over the dirt roads through patches of desert and grassland, Kris Havstad tells me that's really made a difference over the last decade.
HAVSTAD: Think about the widespread Dust Bowl of the '30s. We had a drought now in the last few years that's similar. But it came nowhere close to the kinds of devastation of the '30s.
ROBBINS: Ranchers in southwest New Mexico who haven't adapted to drought are out of business. Those who are left are better land managers. They have to be. Otherwise, they'll have no grassland left to graze. Ted Robbins, NPR News.

WASHINGTON (AP) ? The Obama administration is telling colleges and universities they can continue to use admissions to increase diversity among their students, even in the wake of a Supreme Court ruling that could potentially open the door to more challenges.
"Racially diverse educational environments help to prepare students to succeed in our increasingly diverse nation," the administration said Friday in a letter to the schools.
The Supreme Court ruled June 24 that schools should approve the use of race as a factor in admissions only after concluding "that no workable race-neutral alternatives would produce the educational benefits of diversity." The 7-1 decision, stemming from a case challenging the University of Texas admission plan, did not question the underpinnings of affirmative action.
Civil rights advocates celebrated that the door on affirmative action had not been slammed shut. But at the same time, the decision appeared to embolden challengers who feel they've been discriminated against.
In its Friday letter, the administration said the court "preserved the well-established legal principle" that colleges and universities have a compelling interest in a diverse student body. It was signed by Catherine E. Lhamon, the Education Department's assistant secretary in the Office for Civil Rights, and Jocelyn Samuels, the Justice Department's acting assistant attorney general in the Civil Rights Division.
Lhamon said the administration hopes colleges and universities aren't making changes in admissions policies because of the ruling. She said achieving diversity on campuses ultimately leads to diverse workplaces.
In an accompanying "questions and answers" paper, the administration said race can be considered as long as the admission programs can show that it is narrowly tailored.
"I would hope that colleges and universities would undertake these programs in carefully structured ways that would avoid legal challenge, and we certainly are available to try to help them do that," Samuels said.
The topic was to be addressed Friday morning during a panel discussion at the Justice Department.
The high court ordered the appeals court to take another look at the case of Abigail Fisher, a white Texan who was not offered a spot at the university's flagship Austin campus in 2008. Fisher has since received her undergraduate degree from Louisiana State University.

A&E's "Hoarders."
After six seasons and 82 episodes, A&E is putting "Hoarders" out on the curb.?
A spokesperson for the network confirmed to TODAY that the docuseries has been canceled. While the news is no doubt disappointing to fans who've followed the show that was at times equal parts revolting and inspiring ? as well as heartbreaking and uplifting ? it may not come as a shock to them.
In February, just moments before what proved to be the final season wrapped, "Hoarders" organizing expert Matt Paxton told his Facebook followers that the end could be nigh.
"We have not been picked up for a 7th season," he wrote. "So this could very well be the LAST episode of HOARDERS - EVER!"
And so it was.
When "Hoarders" first premiered in 2009, it exposed a serious problem that many dealt with, but many more were simply unaware existed. That's to be expected. As the many hoarding experts and psychologists who appeared on the show explained over the years, it's not unusual for hoarders to remain completely private, hiding the towering stacks of collectables, the accumulation of trash and the resulting insect and rat infestations away from even their closest loved ones.
The fact that "Hoarders" was able to convince those same subjects to expose their situation on national television, and take enormous steps to overcome it, is part of what made the show remarkable.
For those who'll miss "Hoarders," there may still be hope when it comes to seeing similar personal stories on the small-screen. TLC's "Hoarding: Buried Alive" also looks into the lives of those overwhelmed by the clutter and chaos of their own environment. "Buried Alive's" fifth season wrapped earlier this year. There's no word yet on whether or not TLC plans to bring the series back for a sixth season.

Wildcat drilling, also known as exploratory drilling usually occurs in areas where potential for oil and gas has not been explored.
The Ekales-1 well is located between the Ngamia-1 and Twiga South-1 oil discoveries and the reservoir properties at this location appear similar to those previously encountered,
Results of drilling, wireline logs and samples of reservoir fluid indicate a potential net oil pay in the Auwerwer and Upper Lokone sandstone reservoirs of between 60 and 100 metres. Future flow testing aims to confirm productivity from these zones, said Tullow Oil statement said.
This is the fourth consecutive wildcat discovery, in the first oil basin opened in Northern Kenya, since our drilling commenced in 2012. Once operations have completed the rig will move to drill the exploration prospect Amosing-1 south of Ngamia-1.
"This success at the Ekales-1 wildcat is further evidence of the exceptional oil potential of our East African Rift Basin acreage. Having opened the first basin with the Ngamia-1 well last year, we are now increasing the pace of exploration in Kenya aiming for 12 wells over the next 12 month," said Angus McCoss, Exploration Director,

So far, the British exploration firm is the only company among those that are licensed for exploration for oil and gas in Kenya that has struck oil in the country.
In its half-year report, Tullow said that local oil deposits, which they estimated to be in excess of 300 million barrels, meet the threshold for commercial exploitation, an indication it could consider starting the production process once the necessary infrastructure such as pipelines is set up.
The Kenyan Ministry of Energy and Petroleum has however is insistent that oil exploration companies need to drill a certain minimum number of wells, which in most industry practices can be as many as 40, before production can start, reports BBC News.,
Exploration interest in Kenya has surged since Tullow made the first oil strike discovery in Turkana, followed by a second find in the same region. It has led to several international oil and gas companies to snap up what remained of Kenya's 46 exploration licenses.
"We have mapped eight blocks and forwarded them to be included in the official Kenya Gazette," former Energy Permanent Secretary Patrick Nyoike told journalists.

Apple?s iPhone 5s features some advanced components that represent pioneering achievements for the smartphone market while maintaining a nearly identical cost compared to the iPhone 5. The low-end version of the iPhone 5s with 16 GB of NAND flash memory has a bill of materials (BOM) of USD 191, according to the preliminary results of a physical dissection of the device conducted by the Teardown Analysis Service at IHS. When the USD 8 manufacturing expense is added in, the cost rises to USD 199. The compares to a USD 197 total cost for the original iPhone 5, based on the completed IHS teardown analysis from one year ago.
Although other smartphones have included 64-bit graphics processors, the 5s is the first model with a 64-bit applications processor. Report authors believe that the move to the 64-bit apps processor is largely driven by the need for greater computational power to ensure that the smartphone?s fingerprint sensor works quickly and seamlessly. The processor also boosts the performance of the iPhone 5s?s camera, allowing 120 frame-per-second (FPS) video and 10 FPS photo capture. This design change is forecast to set the stage for 64-bit processors to be used in upcoming Apple products, including new models of the iPad, the Apple TV and even MacBook Air PCs.
The 64-bit processor is part of the Apple-designed A7 apps processor, based on a core from ARM. The new 64-bit processor core is called ?Cyclone?, as opposed to the 32-bit version used in the iPhone 5 and 5c, known as ?Swift?. Despite the well-publicized feud between the companies, Samsung is the manufacturer of Apple?s A7. This likely is because Samsung has a license to ARM's 64-bit core. The A7 used in the iPhone 5s costs USD 19, significantly higher than the A6 used in the original iPhone 5 and 5c, which currently carries a cost of USD 13.
In addition, Apple has updated the memory of iPhone 5s to LPDDR3, marking the first time that the IHS Teardown Analysis Service has identified this advanced type of DRAM in an electronic product. Apple probably used this high-speed memory?as opposed to the LPDDR2 employed in the original iPhone 5 and 5c?to support the fast processing speeds of the A7. The 1 GB of LPDDR3 costs USD 11, up from USD 9.50 for the same quantity of LPDDR2 in the 5c.
The report further indicates that the addition of the fingerprint scanner also represents an increased hardware cost for the 5s. The user-interface segment of the 5s, which includes the fingerprint scanner, costs USD 15. This compared to just USD 8 for the user interface for the 5c, which has no fingerprint scanner.
The combined BOM and manufacturing cost for the midrange iPhone 5s with 32 GB of NAND flash is estimated at USD 208. The 64-GB model?s cost totals USD 218.

And that?s when I got discouraged. Or is overwhelmed the right feeling? Anyway, at the time it seemed like such a big endeavor to take on, especially with me being the only one drinking them. Though my smoothie "idea book" is on the back burner for now, I thought I?d share my favorite one of the lot. As it turns out, it also happens to be very much inspired by fall flavors.
Cranberries have become my new "go to" smoothie fruit. I love that they are tart, relatively low on the glycemic index and offer all kinds of antioxidants. But I like to eat them because they taste good (and they?re inexpensive). But here?s the surprising part. Even though they are tart, I find that if I add them to a smoothie, I?m less likely to add other sweeteners, like honey or maple. It?s supposed to be tart, so why change it? And, I love the tart flavor. It?s refreshing.
Fall cranberry pear smoothie
1 cup frozen cranberries
2 medjool dates, pitted
1 pear
1 cup unsweetened almond milk, or milk of choice
1/2 teaspoon vanilla
1/4 teaspoon all spice
Throw it all in the blender and whirl it until smooth. Add a couple ice cubes if not thick enough, but I find just the frozen cranberries are enough. Drink up.

LAKEWOOD ? The village of Lakewood will look to put the deteriorating RedTail Golf Club up for sale after two decades of operating the course with the help of taxpayer support.
Village President Erin Smith informed residents in the most recent community newsletter that the board would consider entering an agreement at its Oct. 22 meeting with a brokerage firm to list the golf course for $1.9 million ? far less than the village paid for the course when it invested $3.5 million plus interest in a 20-year bond for the property.
The final bond payment was made in 2011, ending the 20-year loan. It was estimated at the time that removing the bond payment saved a homeowner of a $300,000 house about $240.
Smith said that while the $1.9 million listing price is not ideal, it reflects the downward trend in the golf industry and takes into account the $1 million investment a prospective buyer would need to make to replace the trailers with a permanent clubhouse, repair the parking lot, and improve bunkers, sprinkler systems and other areas of the course.
She noted the average revenue per round fell from $44.20 in fiscal 2003-04 to $34.71 in 2012-13.
?In order to make significant capital improvements in the near future, the village of Lakewood would have to borrow the funds,? Smith wrote to residents. ?Given the financial performance of the golf course during the past several years, the board of trustees is unwilling to obligate the residents for these payments.?
Even with the golf course making a small operational profit most years, it was not enough to cover the cost of maintaining the course or the bond payments plus interest without taxpayer support, Village Manager Catherine Peterson said.
Taxpayers were on the hook for any shortfall in the loan payments from golf course revenue under the alternative revenue bond. Legislation drafted by local legislators ? who pointed to RedTail as a undue burden on taxpayers ? will give residents more power to prevent alternative revenue bonds from being pursued in the future.
Peterson said the proposed sale would include a 5 percent cut for Links Capital Advisors ? the firm charged with finding a buyer. She also said any money generated from the sale could be used for any purpose that would need to be decided by the Village Board.
?That will be the second big decision if and when it?s sold,? she said.
Property owners along the golf course can be assured that it will remain a golf course or other open space, because any residential or commercial development is prohibited.

United Nations (United States) (AFP) - Malala Yousafzai, the Pakistani teen shot by the Taliban for championing girls' education has stood by world leaders at the United Nations and called for books not guns.
"Instead of sending weapons, instead of sending tanks to Afghanistan and all these countries which are suffering from terrorism, send books," she pleaded.
"Instead of sending tanks send pens," she urged, her hair modestly covered by a scarf as she took part in the first anniversary of the Global Education First initiative at the United Nations in New York.
In October last year, Malala was shot in the head by a Taliban gunman as she was on her way to school in her usual bus in an attack that drew worldwide condemnation.
Gravely wounded and close to death, the Pakistani schoolgirl was flown to Britain for surgery. She returned to school in England last March, after recovering from her injuries.
Now she has become a global advocate for the right of all children, and in particular girls, to have a proper education.
"Instead of sending soldiers, send teachers," Malala argued at an event attended by Nobel peace laureate Desmond Tutu, Bangladeshi Prime Minister Sheikh Hasina and Croatian premier Ivo Josipovic.
According to the United Nations, some 57 million children around the world of elementary school age are denied an education -- and 52 percent of them are girls.
"This is my dream to see every child to be educated," Malala told the gathering, building on themes of one of her heroes, Martin Luther King. "This is my dream to see equality for every human being."
"This is my dream to see peace everywhere in the world, in Nigeria, in Syria, in Pakistan, in Afghanistan."
It was not Malala's first trip to the United Nations building in New York. Earlier this year in July, she received a standing ovation for an address to the general assembly at which she vowed she would never be silenced.
"We want women to be independent ... and to have equal rights as men have," Malala said on Wednesday.
"We believe in equality and to give equality to women is justice," she added, receiving resounding applause. "We are here to find a solution for all these problems that we are facing."
UN chief Ban Ki-moon hailed the teenager for "your courage and triumph" which he said "have inspired millions of people across the world."
Malala's courage has already won her numerous awards including the highest honor from Amnesty International, which announced she would be named an Ambassador of Conscience.
Time magazine also listed her as one of the 100 most influential people in the world, and she has just been nominated for the prestigious European Parliament Sakharov Prize.
Next month her book "I am Malala" is due to be published and she has also launched an organization called the "Malala Fund."

Apple is no stranger to lawsuits targeting the iPhone and iPad, but over in Japan, it's the company's older iPod design that has landed it in hot water. Kyodo News reports that the Tokyo District Court ordered Apple to pay ¥300 million ($3.3 million) to Japanese inventor Norihiko Saito for infringing on a patent covering the touch-sensitive click wheel used in the iPod Classic and older models of its iconic music player. Saito's damages come more than five years after he filed the patent lawsuit, during which time he demanded damages of ¥10 billion ($101 million), based partly on the number of iPods Apple had sold during that period. Fortunately for Apple, the final figure was substantially less than Saito's demand and it'll only have to sell a few more iPhones to cover the cost.

Welsh Labour Assembly Member Rebecca Evans has asked the Welsh Government to ensure that victims of domestic violence in same-sex relationships are not disadvantaged when it comes to accessing services and support.
Speaking in the National Assembly, Mrs Evans, who represents Mid and West Wales,?said:??Same-sex domestic violence has been recognised in law since 2003, but still it is rarely talked about. This lack of visibility can make it difficult for lesbian, gay and bisexual people to report incidents of domestic violence, and people affected by it may not feel confident that the services and support that is in place will necessarily meet their needs.
?Increasingly, research suggests that domestic violence is as common and as severe among same-sex couples as it is among heterosexual couples, so it is crucial that people are in no way disadvantaged.?
In response, Wales? Local Government Minister Lesley Griffiths said:??This is something that I have considered since taking up this post and I recently agreed to fund some further research to identify the scale of the issue within the LGBT communities, and to assess if there are specific barriers for individuals accessing support services.?
The Welsh Labour Assembly Member added: ?We obviously provide a range of domestic abuse services for everyone in Wales and are also undertaking an independent review of the services we provide for victims of domestic abuse, again, to consider those barriers [to service].?
Director of Stonewall Cymru, Andrew White, added:??Our research shows that half of gay and bisexual men in Wales have experienced domestic abuse, as have one in four lesbian and bisexual women. All victims of domestic violence need support that?s appropriate for them and we would welcome any work to make sure this includes lesbian, gay and bisexual?people.?

KAMPALA (Reuters) - Ugandan teachers suspended a strike for higher pay on Wednesday after the government pledged to meet their 20 percent pay raise demand at a time of strained resources after Western donors cut off direct budget support over corruption claims.
The teachers stopped working on September 16 as schools opened for this year's last school term. They accused the government of failing to keep a promise to raise their pay, which ranks among the lowest in the east African country's public sector.
The government has struggled to meet spending commitments since big Western donors including Britain, Uganda's biggest bilateral source of aid, suspended support late last year after allegations that $13 million worth of relief had been embezzled.
In July, it emerged that tens of thousands of public workers including teachers and police officers had not received their pay for months.
"The government has asked us to give them one month to look for the money to meet our demand," said Winnie Namata of the Uganda National Teachers Union (UNATU). "So the union's leadership has met today and we have decided to give them that time and subsequently took a decision to suspend the strike."
Veteran President Yoweri Museveni previously said his government had no money to raise teachers' pay because it was channeling most funds to transport and energy infrastructure.
Critics, though, say much of the money that would be used to pay a decent wage to teachers and other underpaid public workers is stolen or wasted by officials. The government denies this.
Corruption is widespread in Uganda and government critics say it has thrived mostly because of what they say is Museveni's reluctance to punish thieving but loyal officials.
