Investing With Third Point ? Mebane Faber Research ? Stock Market ...

Third Point has been one of the best hedge funds in the world for the past decade or so. ?The fund has returned about 17% annually since 2000, an impressive feat considering the paltry 2% returns of the S&P 500.

Interestingly enough, investing alongside Third Point through 13F filings does a decent job, but doesn?t capture all of Loeb?s alpha. ?The clone would have done 11% vs 17% for the fund, but that is still leagues above the S&P. ?

Note: ?We wrote a lot about foreign listed hedge funds in our book The Ivy Portfolio (update here?and here). ?Loeb?s London based public fund does an even better job of tracking the hedge fund, and you can often buy it at large discounts to NAV (like when we wrote about it at a 40% discount ?in 2009!).

I didn?t include 2013 but Loeb?s clone is up another 25% or so YTD.

Miners, deal stocks, Apple in focus on Wall Street

(AP) ? Mining companies and corporate deal stories were in focus Monday on an otherwise quiet day on the stock market.

Newmont Mining and Cliffs Natural Resources were among the biggest gainers in the Standard & Poor's 500 index after the price of gold and silver advanced. Gold rose for a fourth day on reports of increased demand from China. Silver gained the most in three weeks.

BlackBerry jumped after the struggling smartphone maker said it would consider putting itself up for sale. Dole Foods rose after its CEO said he would take the company private and Steinway Musical Instruments rose after receiving a new buyout offer.

Stocks had opened lower at the start of the week after logging their biggest weekly loss in almost two months. By late morning the losses had been pared but stocks remained marginally lower.

The S&P 500 index fell two points, or 0.1 percent, to 1,689. The Dow Jones industrial average was down seven points, or 0.1 percent, at 15,418.

Technology stocks were the leading gainers in the S&P 500 and got a lift from Apple. The tech giant's stock rose $13.63, or 3 percent, to $468.10 after the blog All Things D said the company would release the latest version of its iPhone on Sept. 10.

The Nasdaq also benefited for Apple's advance, rising nine points, or 0.2 percent, to 3,669. The company makes up 7.9 percent of the index.

The stock market has been treading water this month as companies finished reporting earnings for the second quarter and investors considered when the Federal Reserve will start to ease back on its economic stimulus. The U.S. central bank is buying $85 billion a month to keep long-term interest rates low, and many analysts are expecting that it will start reducing those purchases as soon as next month.

The tepid August follows big gains for stocks for July, when the S&P 500 rose 5 percent. That was the best performance for the index since January. Stocks climbed that month after Fed Chairman Ben Bernanke reassured investors that the Fed would only ease back on its stimulus if the economy was strong enough to handle it.

Any pullback in stocks, is presenting investors with a buying opportunity, said Doug Cote, chief market strategist with ING U.S. Investment Management.

"There will be some near-term volatility, but it's a buying opportunity and a chance to get fully invested in the market," said Cote.

The S&P 500 is up 0.1 percent this month. For the year, the index is up 18.4 percent.

Investors will get further clues about the strength of the economy this week when the U.S. Commerce Department publishes its July retail sales figures Tuesday. There will also be data on the housing market, industrial production and the Philadelphia Fed's survey of manufacturing on Thursday.

The market's reaction to the reports may be muted as many market participants are likely to be on vacation this week, said David Kelly, chief global strategist at JPMorgan Funds.

"When everybody is at the beach, it takes a louder bang to get the BlackBerries to start humming," Kelly said.

Sluggish economic growth figures from Japan, the world's third-largest economy, disappointed investors and that weighed on the stock market in early trading.

The 2.6 percent annualized second-quarter growth rate recorded in Japan was below the 3.8 percent rate recorded in the first quarter and the 3.6 percent predicted by analysts. Japan's main stock index, the Nikkei, fell 0.7 percent on the news.

In commodities trading, the price of gold rose $22.20, or 1.7 percent, to $1,334.20 an ounce. Silver gained 93.3 cents, or 4.6 percent, to $21.34 an ounce.

Newmont Mining, advanced $1.27, or 4.3 percent, to $30.79 and Cliffs Natural Resources gained 75 cents, or 3.1 percent, to $25.10. Barrick Gold rose 85 cents, or 4.7 percent, to $18.83.

The price of oil fell 14 cents, or 0.1 percent, to $105.83 a barrel.

The yield on the 10-year Treasury note rose to 2.60 from 2.58 percent Friday. The dollar rose against the euro and the Japanese yen.

In deal news, BlackBerry rose $1.13, or 11.6 percent to $10.90. Steinway climbed $3.30, or 9.1 percent, to $39.53 after an investment firm topped an earlier offer from Kohlberg & Co. Dole rose 69 cents, or 5.4 percent, to $13.50, after Dole's CEO said he would take the company private in a deal that values the company at $2.1 billion.

? Among other stocks making big moves:

? Krispy Kreme rose $1.47, or 6.8 percent, to $22.91 after the stock was upgraded by an analyst at Janney Capital Markets on the expectation that the company will have stronger sales growth than previously expected.

?Sysco, a food distributor, fell $1.84, or 5.3 percent, to $33.58 after the company said that its net income fell 9 percent due to higher operating expenses and restructuring charges.

?Vical plunged $1.54, or 57 percent, to $1.54 after the drug developer said that its potential cancer treatment failed in a late-stage study, and that it would shift its focus to infectious disease vaccines.

Chance encounter in Idaho wilderness led to rescue of missing 16-year-old California teen

BOISE, Idaho ? The two couples who tipped authorities on the whereabouts of 16-year-old Hannah Anderson and her alleged kidnapper said they knew something was off when they ran into the pair in the Idaho back country.

Mark and Christa John of Sweet, Idaho, were out horseback riding with another rancher and his wife Wednesday when they ran into Anderson and 40-year-old James Lee DiMaggio. They would later recognize the girl on television as the subject of an Amber Alert.

?When they showed up to the lake it was like a square peg in a round hole - he didn?t fit. He might have been an outdoorsman in California but he was not an outdoorsman in Idaho ... Red flags kind of went up,? John said.

The girl ended up being Anderson, a California teen who had been missing for about a week after she was abducted by DiMaggio, a family friend also suspected of killing her mother and brother. After the tip, law enforcement officers found them Saturday afternoon, fatally shooting DiMaggio and rescuing Anderson unharmed.

Other tips that came in after the Amber Alert led investigators to Oregon after DiMaggio and the teen were reportedly spotted there. John?s tip, however, helped investigators discover DiMaggio?s car, hidden under brush at a trailhead on the border of the Frank Church River of No Return Wilderness in central Idaho.

John told reporters that one of the biggest red flags was that the two did not seem interested in talking, which he said was unusual for fellow campers they ran into on the trail. Something particularly strange, he said, was that the older man had a gray cat with him.

?I said, ?What are you doing with a cat here??? John recalled, adding a cat was only good for attracting mountain lions and wolves to the area. John said the man ?just kind of grinned, had a little smirk on his face,? but didn?t say anything.

The girl was also quiet and appeared scared, John and his wife both said. According to the couple, she said nothing except for ?looks like we?re all in trouble now? in response to something John said to her. The second rancher, Mike Young, said he thought it was strange she was wearing pajamas, or sweatpants, while out hiking. Yet another red flag was that all their camping gear looked brand new, John said.

It wasn?t until the amber alert, however, that they realized the situation was much more serious than they had originally thought.

?For us to be there at the precise time was one chance in a trillion,? Christa John said. ?That was just one of those once in a lifetime events.?

Law enforcement agents first spotted two people who looked like Anderson and DiMaggio on Saturday afternoon, as they flew over the wilderness area in a plane, according to a statement from Ada County Sheriff?s spokeswoman Andrea Dearden.

The air was filled with smoke blown in from distant wildfires, and that made both flying and seeing the ground tough, Dearden said. The law enforcement commanders decided to send in an FBI Hostage Rescue Team immediately to get Hannah while they could.

The mountainous area is extremely steep, and the closest point where the helicopters could drop the team was more than a two-hour hike away. The agents crept close to the camp, waited until DiMaggio and Hannah separated, and then moved in.

The FBI moved the teen to an area where she could be picked up by a helicopter. The FBI won?t release details about what happened between DiMaggio and law enforcement at the campsite until an investigation is complete, other than to say DiMaggio was shot and killed.

FBI Special Agent in Charge Mary Rook from Salt Lake City said the FBI will continue to work with law enforcement in both Idaho and California as the case transitions back to the San Diego Sheriff?s Department.

Anderson appeared to be uninjured and was taken to an Idaho hospital where crisis counselors and health care providers were assisting her. Her father was expected to arrive in Idaho on Sunday to reunite with her.

?We will make sure she gets as much care as possible, physically and emotionally,? said Dearden.

The FBI said it was sending a team to investigate what unfolded before, during and after the shooting.

Week in review: iPhone event rumors, new Mavericks developer preview, iOS 7 betas and more!

We're here at the closing of another busy week, one filled with more Apple goodness than you can shake a stick at. Whether it's new developer previews of Mavericks, the latest beta of iOS 7, or talk of the next iPhone(s), we've had our hands full again this past seven days. Here's just a few of the highlights.

We'll start with the big one, dropping right at the end of the week. According to a new report, Apple will be hosting a special event on September 10 where they will be introducing the iPhone 5S and possibly the 'low-cost' iPhone 5C. Nothing is official until that invite starts hitting inboxes, but the source has a pretty solid track record, so there's enough to base a solid opinion on. That puts the event just a month away, so we'll no doubt find out for sure in the next few weeks. If it pans out that way, and release schedules follow suit, we could be seeing product availability 10 days later on Friday September 20. Exciting times.

While we're talking new iPhones, the leaked images continued to roll this week, with Vietnamese site Tinhte acquiring a pair of mockup units from an accessory manufacturer that purport to be the new iPhone 5S and 5C. Both look pretty much as we're expecting at this point, with the 5S showing the rumored dual-LED flash on the rear, and the 5C bearing the now very familiar looking plastic rear shell. Again, pinch of salt needed but it's not altogether unlikely to expect these type of units are floating around out there.

We were also treated to a double whammy of new developer software builds, with first the drop of iOS 7 beta 5, closely followed by Developer Preview 5 of OS X Mavericks. Both continue to remain under NDA, but it's great for developers that the process is chugging along nicely. If you didn't grab either of these yet, both can be had from the Apple Developer Center for registered developers or as an OTA if you're running an earlier build.

Oh, and while we're talking developers; the Apple Developer Portal is now completely back up and running. It's been a slow process since the attempted intrusion, but as a sweetener for registered developers all accounts will receive a free one month extension to their subscriptions for the inconvenience.

Apple also continues to be the target for rival advertising campaigns, both from Microsoft and from Nokia. The Nokia one peaked our interest because it focuses on the camera on the Lumia 925, and we will in fact very soon be putting it to the test against the iPhone 5.

Microsoft also made their move for former MobileMe customers this week, with a special offer for those iCloud customers who are losing their free 20GB accounts carrier over from MobileMe. Eligible applicants are being offered a free 15GB allocation on a SkyDrive account for a year. SkyDrive is a different proposition entirely to iCloud, but the free allowance is more than double the standard free account of 7GB. Can't be bad for free.

Rene and Peter continued their respective previews of iOS 7 and OS X Mavericks too. On the iOS front, Safari, the App Store and FaceTime Audio were all examined, whilst the Mavericks preview tackled MapKit, web notifications, LinkedIn integration and AV Kit. If you've missed any of them, it's well worth taking a look back as the excitement builds approaching launch this Fall.

15 people fell ill after drinking poisonous liquor in Karachi on Saturday night.

KARACHI:?Ten people died as a result of drinking poisonous liquor in Mehmoodabad, Karachi last night, Express News reported.

Fifteen people fell ill after drinking liquor on Saturday night and had been shifted to a hospital. Ten of those brought in lost their lives during treatment, while the condition of five is reported to be critical.

The name of one victim who died as a result of the toxic liquor was reported as Saqib, according to police officials.

Police officials have arrested two alleged liquor suppliers responsible for the poisonous liquor in the area, and have sealed off their houses. Officials have been ordered to search the area for other such liquor suppliers.

Wine shops have remained closed in Karachi since four different wine shops were targeted in Karachi within an hour on August 7, leading to an increase in the sales of poisonous and harmful liquor through the black market and amateur brewers.

The wine shops were targeted in Khayaban-e-Muslim, Khayaban-e-Rahat, Seaview in Defence Housing Authority and near Moti Mahel in Gulshan-e-Iqbal.

World-Herald editorial: Pay college players? Not so fast

Somewhere along the line, the student and the athlete began to part ways in some major college athletics programs.

Now the heads of some of the biggest football conferences are, in essence, admitting that.

Southeastern Conference Commissioner Mike Slive wants schools to be able to pay their players a stipend to cover the ?true? costs of college. But many smaller schools, which likely couldn?t afford it, outvote the big guys in NCAA proceedings. Pac-12 Commissioner Larry Scott said, ?The idea that there is an even playing field in terms of resources is a fanciful and quaint notion.?

While no conference commissioner has openly pushed to secede from the NCAA, some do seem to want more control over their destiny.

What?s needed right now is a good academic linebacker to tackle the pay-for-play idea before it gets any further down the field.

Even in this era of multimillion-dollar coaches, luxury sky boxes and the rest, the ?college? needs to stay in college sports.

Paying amateur athletes a salary ? er, a ?stipend? ? and turning them into semiprofessionals is the wrong play call for many reasons:

>> Football players, and other athletes, already get an education, room and board. It?s not chicken feed.

Check the University of Nebraska-Lincoln price list: Tuition, fees, room and board: $17,592 a year for a resident; $30,920 for nonresidents. At the University of Iowa, those costs total $17,481 for residents; $36,351 for out-of-staters.

And don?t forget: A bachelor?s degree is worth $1 million more in lifetime earnings than a high school diploma. That?s a real reward.

>> That?s not all schools spend on athletes.

USA Today, based on an analysis of federal and school data, last month reported that ?public universities competing in NCAA Division I sports spend as much as six times more per athlete than they spend to educate students.?

Athletes get extra benefits worth real money if they had to pay for them themselves.

Oklahoma just opened a lavish $75 million dorm where its athletes will enjoy amenities that OU says include ?a game room, a media lounge, common areas, study rooms, a 75-seat theater.? Major college athletes have training facilities that rival the best private workout clubs. Luxurious lounge-locker rooms are a far cry from the steel lockers and cold concrete floors of old. There are trainers, doctors, nutritionists and tutors to offer care and advice that the average chemistry student can only envy. Not to mention clothes, shoes and other gear.

>> Paying players is an arms race without end.

Right now, the suggested range of stipends being discussed is $2,000 to $6,000. Think that would last long? What if Alabama decided that players needed $8,000? Would Southern Cal up that to $9,000? Would Texas say $10,000? Would it ever stop? Many schools would be priced out immediately. More would be unable to keep up over the years.

>> Paying football players raises another question: Who else?

Could stipends be limited to the football team? Doubtful. Men?s and women?s basketball players, the volleyball team, all varsity athletes face the pressures to train, practice, travel and compete at the top level. Don?t they count? What about the marching band and spirit squads? They spend hours practicing, too.

>> If you pay a stipend, does that make student-athletes university employees?

Are they covered by wage laws? Should they get retirement benefits? How about overtime for those who hit the weights or go running before breakfast?

All that said, big-time college sports generate a lot of money ? the TV deal for the coming football playoff alone reportedly runs about $500 million a year. There are ways to invest more in student-athletes without paying them salaries.

Big Ten Commissioner Jim Delany, while he does favor a stipend, has offered some sensible ideas for putting more emphasis on academics:

OAK BLUFFS, Massachusetts (Reuters) - The lanky man on the golf course wearing shorts and a white ballcap reacted to the narrowly missed putt by lifting his leg in a futile attempt to put a little body English in play.

It was President Barack Obama, wasting no time on Sunday in getting his Martha's Vineyard vacation off to a leisurely start on his first full day on the Massachusetts island.

Obama, his wife Michelle and dog Bo arrived on Saturday night for an eight-day break from Washington. Their two daughters are to join him later.

The president's first order of business on Sunday was a round of golf at Farm Neck Golf Club, a course that Bill Clinton had also frequented during his presidency.

In a rarity, the pool of photographers and reporters following Obama were allowed to watch him finish the first hole.

He chipped onto the green about 15 feet (three meters) past the hole. His first putt had a chance, but missed left, prompting the body English. It took two putts from there to close out the hole.

Obama's foursome included aide Marvin Nicholson, White House chef Sam Kass and Wall Street consultant Robert Wolf.

Obama brought a small staff with him to keep up to date on national and foreign events, including his national security adviser, Susan Rice.

Suspended Miami Lakes Mayor Michael Pizzi declares innocence, vows to clear his name

Suspended Miami Lakes Mayor Michael Pizzi declared his innocence Saturday, saying he ?accepted no money inappropriately or illegally from anyone, ever,? and that his only motivation was to obtain government grants to help his hometown and Medley.

Pizzi, arrested Tuesday on charges of accepting cash kickbacks as part of a grant scheme in an FBI undercover operation, told the Herald/El Nuevo Herald he would vindicate himself in federal court and return to lead the town that has elected him mayor twice.

?I have never committed any crime or done anything wrong,? Pizzi, 51, said in a statement prepared for the newspapers.

?Now that this has happened to me, I look forward to clearing my name in court as soon as possible so I can return to serving the people as mayor,? Pizzi, 51, said. ?The evidence will prove my innocence.?

Pizzi?s lawyers, Ed Shohat and Ben Kuehne, would not allow Herald reporters to question their client.

Pizzi responded for the first time Saturday after being charged with conspiring to commit extortion with Miami-Dade lobbyist Richard Candia. Candia was also charged with the same offense in a separate complaint accusing Sweetwater Mayor Manny Maro?o and lobbyist Jorge Forte of receiving kickbacks.

All are accused of participating in a ?bogus? federal grant scheme designed to line their pockets with thousands of dollars while their towns would get nothing. The sting operation was orchestrated by the FBI?s anti-corruption agents who posed as Chicago businessmen claiming they would obtain the grant money and share the proceeds with the two mayors and two lobbyists.

According to FBI criminal complaints, Pizzi collected three payments totaling $6,000 in cash and received another $750 in checks for his 2012 reelection campaign in exchange for championing resolutions that paved the way for grant applications in Miami Lakes and Medley, where the mayor also worked as the town?s attorney.

Maro?o and Forte are accused of accepting a total of $60,000 in cash and checks for the same scheme, but in Sweetwater. They also tried to shop the grant scheme to other South Florida politicians, according to the charges, but with no success.

Candia allegedly received $5,000 in cash for the Sweetwater deal, and another $500 for introducing Pizzi to the FBI undercover agents posing as the Chicago businessmen and to an FBI confidential informant, South Miami-Dade lobbyist Michael Kesti. He approached the FBI two years ago with suspicions that Candia was in bed with corrupt local politicians, and that Pizzi and Maro?o would be open to lining their pockets.

The challenge for Miami federal prosecutors is to prove that Pizzi and the others participated in the grant scheme knowing full well that its only purpose was to enrich them. Prosecutors also have to prove that the four defendants? intentions were criminal when they allegedly pocketed the cash payments.

Assistant U.S. Attorney Jared Dwyer also has evidence of conversations ? in-person and via telephone ? recorded by FBI agents in which the defendants talk about their grant dealings. Candia could also be a key witness because he ultimately agreed to cooperate with the government after agents first approached him in late June.

Pizzi said he did nothing wrong because he believed that the grant program with the government agency, AmeriCorps, was legitimate. He based that assertion on his understanding that Candia and Kesti were ?experts? in the grant-application business, and that they vouched for the undercover agents who promised the mayor they could deliver the money.

OHIO, N.Y.(WKTV) The Town of Ohio Field Days 2nd annual parade Saturday evening was also a huge success, in fact organizes say attendance was estimated at double that of the inaugural parade a year ago.

This year, there were themed floats, music floats and even 'Little Miss Ohio' made an appearance.

Other events throughout the day included a classic car show and softball tournament.

Field Days Committee member Dina Lawson says this has quickly become an important event in Ohio, "We don't have anything in the area to bring the community together. We don't have a lot going on for our young kids other than summer programs, so we take proceeds from this event and give them to Recreation Commission to buy games and playground stuff for kids."

All proceeds from the Field Days will go to the Town of Ohio Recreation Center to help put programs on for kids all year long.

Israel approves 1,200 more settlement homes

JERUSALEM ? Israel approved building nearly 1,200 more settlement homes yesterday and agreed to release 26 long-held Palestinian security prisoners, highlighting an apparent settlements-for-prisoners trade-off that got both sides back to peace talks after a five-year freeze.

The announcement was Israel?s third in a week on promoting Jewish settlements on war-won lands the Palestinians want for a state. It fuelled Palestinian fears of a new Israeli construction spurt under the cover of US-sponsored negotiations.

In Israel, the most vocal protests came from relatives of those killed in attacks carried out by Palestinians slated for release. Bereaved relatives held up large photos of their loved ones during a Supreme Court hearing on an appeal against the release.

Israelis and Palestinians are to launch talks on Wednesday in Jerusalem, following a preparatory round two weeks ago in Washington. The US envisions an agreement within nine months on the terms of a Palestinian state alongside Israel, including drawing a border, agreeing on security arrangements and deciding the fate of Palestinian refugees.

The Palestinians want a state to include the West Bank, Gaza and East Jerusalem, territories Israel captured in the 1967 Mideast war. But they are willing to swap some West Bank land for Israeli territory to allow Israel to annex some of the largest Jewish settlements. In all, Israel has built dozens of settlements since 1967 that are now home to some 560,000 Israelis.

Palestinian President Mahmoud Abbas long insisted that he would only resume talks if Israel freezes construction. Israeli Prime Minister Benjamin Netanyahu rejected a freeze. Mr Abbas, under pressure from US Secretary of State John Kerry, eventually dropped it as a condition for talks.

In exchange, Mr Kerry won Israeli agreement that it will release 104 Palestinian prisoners serving long sentences, many for involvement in killing Israelis. The prisoners are to be freed in four stages during the negotiations, with the first 26 to be released later this week. AP

Lexus IS350 is a shot of energy for Toyota

The Lexus IS350 has an overarching newness about it, a sense of something reformed and redeemed, says Dan Neil.

The scene: twilight, in a deep shade of summer, on a winding and empty country road, hyper-green trees, headlamps blazing. The car: the 2014 Lexus IS350 with all-wheel drive, the fully swank F Sport edition ($49,737). The dynamic driving mode: Sport +. The satellite radio station: Bluegrass Junction. Yee haw.

I am holding the six-speed automatic transmission in manually shifted third and fourth gears?sequential-shift paddles behind the steering wheel, you know?so as to keep the 306-hp V6 on the boil. I am trying, without much success, to get the sedan?s all-season radials to chirp and squeal, but they are reluctant to give up grip.

Lexus, Toyota?s /quotes/zigman/199376/quotes/nls/tm TM -0.36% global luxury division, really needs this car to be great. Introduced in 2006 and perennially uninteresting, the IS has been thoroughly overhauled for 2014, gaining 3.4 inches in overall length and 2.7 inches of wheelbase, much of which is devoted to improving the rear legroom. The IS now shares suspension parts with the midsize GS model, with double wishbones in front and, in the rear, a uniquely compact multi-link rear suspension to preserve trunk space. It also shares the GS?s 3.5-liter V6.

Meanwhile, IS?s steel body has been laser-welded and epoxy bonded to a fare-thee-well. This thing is built like a little tank.

It is, after all, going to war. The IS (IS250 and IS350, with either a 2.5- or 3.5-liter V6, and no hybrid version in the U.S.) competes in the entry luxury sports-sedan segment, up against the BMW 3-series (about 100,000 U.S. sales last year) and Mercedes-Benz C-class (82,000). Also out for blood is Cadillac?s ATS, Infiniti?s G Sedan and Audi?s A4. In this all-in, must-win market, where car companies find their lifetime buyers, Lexus sells one car to BMW?s four.

Now, the truth is, as electromechanical beings, these cars are fairly close in performance, efficiency, specification and price. Here, the brand experience is everything, and the IS sells the whole Lexus thing really hard. The cabin materials are first-rate: glove-soft leathers, burnished metals and futuristic switchgear, including electro-capacitive switches for the climate system that look like chromed hair pins. The interior sculpting is dignified, contemporary, by grown-ups, for grown-ups.

The test car had the F Sport spec ($3,180), including sport-tuned suspension, LED headlamps and tire-and-wheel package. Overachieving refinement is a common virtue.

But to win, the IS also has to pump up the brand?s emotional volume. And you know what? It is a pretty fun car: strong, composed and quite stable, with a nicely keen and level edge at mid-speeds and mid-rpm. It is around this register that Lexus? acoustical engineers tuned the engine ?intake-sound generator? to create a brighter, more thrilling performance note.

I wouldn?t call myself thrilled, exactly, but the IS definitely has some sporting bandwidth. And bandwidth is the word. Consider the car?s algorithm-rich electronic steering, which varies initial responsiveness, effort and even steering rate based on a welter of instantaneous data coming from all over the car?but not before it is pumped like so much digital goose liver through the vehicle?s five-mode dynamics system (including Snow mode, to help AWD-equipped cars cope with inclement weather).

This thing isn?t a car; it is a mood ring

Ditto the powertrain?s adaptive behavior (throttle response, transmission shift points, gear holding and automatic rev-matching on downshifts). The new eight-speed automatic transmission (rear-drive cars only) features something Lexus calls the G-Force Artificial Intelligence (G-AI) system, which ?automatically selects the optimum gear and downshift pattern in response to G force.? In other words, the car loops in data from accelerometers to improve transmission behavior going into corners, and to prevent a destabilizing downshift.

Double-ditto for the adaptive suspension, available only in the 350 F Sport, that gets increasingly starchy as you turn up the dial. Ditto the brakes and the stability control (yaw-rate thresholds). Even the sound enhancer is variable. This thing isn?t a car; it is a mood ring.

And yet it all adds up to the intended effect: With the right switches thrown, the IS350 is a genuinely athletic and potent little Lexus, with some urgency and a little orneriness here and there. Huh! That?s new.

The notable holdovers in the new car are the pair of naturally aspirated V6 engines, for which output is unchanged (204 hp/184 pound-feet; and 306 hp/277 pound-feet). Conventional wisdom in this segment would call for using smaller, high-pressure turbo four-cylinders, like those in BMW and Cadillac. But the 3.5-liter V6 is no slouch. The rear-drive IS350 surges serenely to 60 mph in about 5.6 seconds, while the AWD model takes another two tenths, by my estimate.

In any event, the vibe of the IS is that of a car whose chassis feels overdeveloped while it waits for a more perfect powerplant to come down the line.

As Lexus has framed the narrative, the IS is an example of the division?s drive to be younger, bolder, more aggressive. There is nothing shy or retiring about the car?s grille, an intricately warped metal mesh in the shape of an hourglass, though Lexus prefers the term ?spindle.?

To declare myself, I really like the IS?s grille. I like the way the hood and headlamp contours are pulled together so coherently at the front of the car?a visual metaphor of focus?and I like the grille?s outsize presence, which as a graphical element is as recognizable as Audi?s large, single-frame grille design. And besides, it is a beautifully wrought piece. How did they even make that thing?

So after 50 or so miles, here is my big thought: You can?t keep this company down. Toyota has had an absolutely miserable four or so years. Currency, recalls, tsunami, Fukushima. On top of which hovered a mood of hollow malaise caused by, as President Akio Toyoda himself has suggested, a period of reckless hyper-growth.

But Toyota is nothing if not a learning animal. The IS has an overarching newness about it, a sense of something reformed and redeemed. The IS makes me optimistic that better days and better Lexuses lie ahead.

India assures Bhutan assistance to address economic crisis

India has assured Bhutan's new government of its assistance and support in addressing the country's current economic situation.

The assurance was made when National Security Advisor Shivshankar Menon and newly-appointed Foreign Secretary Sujatha Singh called on Bhutanese Prime Minister Tshering Tobgay here yesterday.

"We'll do everything we can to support and provide assistance to Bhutan. We really look forward to working together and achieving positive outcomes," Menon was quoted as saying by a statement issued by Tobgay's office.

Menon and Singh are on a three-day official visit to Bhutan from August 8.

During the meeting, Menon congratulated Prime Minister Tobgay on assuming office and commended on a successful democratic transition of the nation. Tobgay in turn thanked and welcomed the Indian delegation for visiting Bhutan at this critical time.

The Prime Minister also expressed his gratitude towards his Indian counterpart Manmohan Singh for sending him a letter of felicitation and assuring New Delhi's assistance in the 11th Five-Year Plan (FYP).

They also discussed India's commitment in rendering assistance for the 11th FYP and the Economic Stimulus Plan (ESP).

The draft of the plans were presented by Tobgay who said that the 11th FYP was not adequate enough to address the current economic situation of the nation, which is why the present government devised the ESP.

The ESP directive is to increase liquidity schemes in banks which would allow loan provisions for private sectors and enhance youth employment.

Prime Minister Tobgay said these issues required immediate attention and the present government calls for India's assistance and support to ensure that these issues are carefully and productively addressed.

Menon and Singh also called on Bhutanese King Jigme Khesar Namgyel Wangchuck.

Their tour is part of the traditional exchange of high-level visits between the two neighbouring countries.

Tobgay's People's Democratic Party won a landslide victory in Bhutan's second national elections held on July 13. The PDP defeated Druk Phuensum Tshogpa party by winning 32 seats out of the 47 in the National Assembly.

Athletics-Kenya acknowledges growing doping problem

ITEN, Kenya, Aug 9 (Reuters) - With no means to spot cheats, Kenya sees education as the best tool to fight doping as it comes to terms with the reality that performance enhancing drugs are threatening its reputation for producing world-class runners.

Kenya has suspended 14 athletes since the start of last year for doping amid a trickle of claims that cheating is widespread in the training camps dotted across its lush Rift Valley region.

While Kenyan officials stress none of those caught were top athletes, the controversy has cast a shadow over one of the world's most successful running nations at a time athletics is reeling from high-profile doping scandals.

The run up to the Moscow World Championships has been overshadowed by failed drugs tests by American Tyson Gay and Jamaican sprinters Asafa Powell, Veronica Campbell-Brown and Sherone Simpson and multiple positive tests by Turkish athletes.

Kenyan officials say it is vital to stop doping in its tracks to ensure no Kenyan athlete of a similar calibre to Gay or Powell is lured into using performance enhancing drugs, something they fear could devastate the sport.

"We need to clean our own house," running great Kipchoge Keino, Kenya's National Olympic Committee chief, told Reuters in Eldoret in the Rift Valley.

"We need to educate our athletes. We need to sit down together and give them seminars so they can understand. We have to show them in practical terms that this is not the right way."

In Iten, a small village at the heart of Kenya's running revolution, athletes are reluctant to talk about doping with outsiders but the issue is a common topic of conversation among coaches, former runners and agents.

Brother Colm O'Connell, coach to Kenya's Olympic champion and 800 metres world record holder David Rudisha, said the failed drugs tests by some Kenyan athletes had come as a total surprise and the suspension of Gay and the Jamaican sprinters had left a sour taste for the running community.

"With recent developments, we are in a very hazy situation about this whole drug situation," said O'Connell, who has trained 25 world champions and five Olympic champions during his 37 years in Iten.

"But I think as a coach you have to somehow shut it out from what you're trying do, otherwise you give up."

"NOT THE ONLY ONE"

Allegations that doping is widespread in Kenya were first aired by the German national television broadcaster ARD before last year's London Olympic Games.

Kenyan officials were furious at first, saying the country was being defamed. But after months of denials and angry ripostes, they have started to acknowledge the problem.

"I think they've realised that this is an issue in Kenya. For a long time we kind of ignored the idea that it's there," O'Connell said, adding that the federation has to get on top of the doping in order to maintain its credibility.

While no one knows the scale of the doping problem in Kenya, critics say officials need to do more and point out that only one athlete from Ethiopia, Kenya's neighbour and greatest rival, is serving a drugs ban. By contrast, eight Kenyans have been suspended in the last year alone, according to the International Association of Athletics Federations (IAAF).

IAAF figures released last month showed Kenyans were the world's most tested athletes in 2012, followed by Russians and Americans, something Kenyan officials said was a byproduct of having the highest number of top athletes.

Moses Kiptanui, a three-times world 3,000 metres steeplechase champion, earlier this year became the first high-profile former Kenyan athlete to allege doping was widespread.

"When you talk to these runners, and I've talked to some of those who have been caught, they say 'I'm not the only one'," Kiptanui told Reuters in his home near the Ugandan border, reachable only by a sunkissed dirt road which pierces through lush maize plantations.

A wealthy businessman, Kiptanui last year stopped coaching to focus on his large dairy business.

He said several athletes have told him they can buy banned substances at chemist shops in the Rift Valley towns of Eldoret and Kapsabet.

One top foreign agent told Reuters how a low level athlete he did not represent phoned him for advice over what constitutes doping after a doctor from Eldoret offered to conduct a blood transfusion for him.

"There is an issue in Kenya where doctors and pharmacists see an opportunity to approach athletes or have athletes come in looking for vitamins and then they say, 'look we can help you, we can give you this medication' or 'this will help you perform," the agent said.

Both Kiptanui and the agent say the doping issue is confined to the minority but are adamant Athletics Kenya is not doing enough to educate or shield the runners, whose parents are often subsistence farmers and cannot afford to school them properly.

NO LABS, NO MONEY

Athletics Kenya (AK) president Isaiah Kiplagat disclosed in May that the World Anti-Doping Agency (WADA) was concerned the government was not taking doping seriously and conceded Kenya's credibility was being doubted in the athletics world.

However, Kenya's ability to root out doping on its own is limited as the east African country does not have a single IAAF-certified drugs testing lab. All the blood samples taken in Nairobi are flown to Johannesburg, Barcelona or Paris for tests.

A new testing lab is planned in Eldoret but officials say that will be constructed by the IAAF and may take years. Kenya is also short of trained scientists, proper equipment and money.

"They don't have the ability, the strength, the money. Most importantly, they don't have the will. They just want to protect their seats," Kiptanui said, echoing the thoughts of other coaches, agents and former runners who spoke to Reuters about doping.

While corruption accusations have dogged AK for years, its vice president David Okeyo said it was not fair to accuse the federation of being lackadaisical over doping.

"We have done a lot. The athletes that have really been found to be positive have been dealt with according to the rules," Okeyo told Reuters over the telephone from Moscow.

"We deal with these issues when they come. But you cannot say there is a national issue concerning doping."

AK last year promised to carry out an investigation into the sources of doping in Kenya but so far no agent or manager has been fingered. Only athletes who test positive, usually during competitions abroad, have been punished.

Okeyo said AK has been powerless to stop those inciting athletes to dope due to lack of evidence.

"This is like a court case, if you don't have evidence, there is nothing you can do," Okeyo said. "It can only come from athletes themselves." (Editing by Rex Gowar)
