Sprint results disappoint, shares fall 20 percent (Reuters)

NEW YORK (Reuters) ? Sprint Nextel Corp's shares plunged nearly 20 percent on Thursday as heavy subscriber losses in the second quarter called into question the strategy and outlook of the No. 3 U.S. wireless company.

Sprint had spent heavily to promote its service and better compete against larger rivals Verizon Wireless and AT&T Inc. But that strategy backfired as profit margins eroded and customer losses persisted.

The weak results overshadowed Sprint's announcement of a $9 billion network contract with start-up LightSquared, and sent the stock tumbling to its lowest point since February before recovering a little to close down 16 percent.

Investors questioned whether Sprint would be able to meet its 2011 targets after such a disappointing performance.

"Their cost of doing business went up dramatically," said Piper Jaffray analyst Christopher Larsen. "People have less confidence they can meet expectations."

Sprint's operating profit margin of 16.3 percent was well below the average Wall Street estimate of around 19 percent as the company had changed its product rebate terms in an effort to combat Verizon Wireless' sale of the Apple Inc iPhone, and an iPhone discount at AT&T.

But the bet did not pay off as Sprint still saw defections of 101,000 net subscribers -- also known as post-paid customers -- compared with analysts' expectation for losses of 15,000.

Meanwhile, Verizon Wireless added 1.3 million subscribers in the quarter and AT&T added 331,000 subscribers.

Chief Financial Officer Joe Euteneuer said Sprint made a "conscious decision" to spend more in the second quarter in the hope of avoiding getting "killed with market share."

"This was a unique quarter because of intense competition," he told analysts on a conference call.

Sprint warned the rate of customer defections would worsen this quarter, in line with typical third-quarter trends, but repeated a promise for subscriber growth in full-year 2011.

GUIDANCE DOUBTS

Chief Executive Dan Hesse said improvements in subscriber numbers in June gave him confidence the company could meet its targets for the rest of the year.

"If we continue at the current pace of improvement we will get there. The only way we won't is if performance deteriorates," Hesse told Reuters.

But analysts doubted if Sprint could meet its target for a 2011 operating profit that is roughly the same as in 2010.

"People are right to be skeptical," Pacific Crest analyst Steve Clement said. "They didn't point to any silver bullet."

Bernstein analyst Craig Moffett was also skeptical.

"Without post-paid subscriber growth, Sprint has little prospect of generating sustainable revenue growth, nor of generating sustainably rising margins," he said. "On those critical dimensions, Sprint's results were a clear disappointment."

Adding to the uncertainty, Sprint did not outline its plans to develop fourth-generation (4G) high-speed wireless services, and instead postponed that announcement to October.

Even news of the LightSquared deal failed to comfort investors, who questioned if they would ever see the fruits of that partnership because it is dependent on LightSquared solving difficult technology problems and raising money.

Under the agreement, LightSquared -- backed by hedge-fund manager Philip Falcone's Harbinger Capital -- will pay Sprint $9 billion in cash over 11 years. Sprint also has the option to rent space on the LightSquared network through credits estimated to be worth $4.5 billion.

The news pushed Clearwire shares down 22 percent as Sprint is its majority owner and biggest customer. Sprint declined to comment when asked if it would continue to use Clearwire beyond its current agreement which expires in 2012.

"It's less clear that Sprint and Clearwire will have a long-term fruitful relationship," Larsen said.

Hesse said he would be in a position to give a clearer picture of Sprint's strategy on October 7.

"There are some new pieces to the puzzle that were unanticipated that will add strength and color to the story if we wait a little longer," Hesse said without giving details.

Sprint's loss widened to $847 million, or 28 cents per share, from $760 million, or 25 cents a share, a year earlier.

Excluding items such as losses from its Clearwire investment, Sprint's loss per share of 6 cents was better than Wall Street expectations for 12 cents, according to Thomson Reuters I/B/E/S. Net operating revenue rose to $8.31 billion from $8.03 billion.

Sprint shares closed down 15.9 percent at $4.34 on the New York Stock Exchange.

Alabama snail makes comeback from endangered list (Reuters)

BIRMINGHAM, Ala (Reuters) ? A snail in Alabama has become the first in U.S. history to recover from the brink of extinction and is now merely threatened rather than an endangered species.

In 1991, the Tulotoma snail was barely clinging to one small place, extinct in 99 percent of its historic range. The snail now has expanded to 10 percent of its range.

"The Clean Water Act and improved land use conditions have allowed the snail population to start growing again," said Jeff Powell, senior biologist with the U.S. Fish and Wildlife Service.

Under the Clean Water Act, the federal government has implemented pollution control programs and set water quality standards for contaminants in surface waters.

At the bottom of the food chain, snails consume algae and provide food for other species. More snails indicate better water quality.

The orangish, two-inch long Tulotoma snail with elegant swirls was once prized by Native Americans for its beauty and crafted into jewelry. Its historic range was destroyed in the early 1900s, when dams emerged on Alabama's flowing rivers.

Snails and mussels thrive on flowing water, which has higher oxygen content. Powell described impounded lakes created by the dams as "bathtubs" where oxygen goes down and temperatures go up.

The Tulotoma snail's recovery resulted in part from an agreement with the Alabama Power Company to release a steady flow of water from its dam on the Coosa River.

"We changed to pulsing flows and installed aeration systems to raise the oxygen. It has had a dramatic impact on the river species," said Brandon Glover, a power company spokesman.

U.S. Fish and Wildlife biologists and others also embarked on a diligent search for the Tulotoma and other species. New populations have been found in three more tributaries, bringing the numbers from 10,000 to hundreds of thousands.

Dispersed populations ease the vulnerability of a single event wiping out the species, as was the case when pollution of a small creek wiped out one of four populations of the snail.

Alabama is among the leaders in extinctions, with 29 snails, 28 mussels and two species of fish already extinct, according to Michael Buntin, biologist with the Alabama Aquatic Biodiversity Center.

The state also holds the record for a single mass extinction, when a dam opened and wiped out 40 species.

One reason for the high numbers is Alabama's freshwater biodiversity, which includes 310 species of fish, 150 snails and 181 mussels, Powell said.

The diversity dates back to the Ice Age, when glaciers stopped in Kentucky. Species took refuge in the southern states, especially in Alabama, where the land slopes from mountain to sea, Powell said.

NFL preseason, when it begins, could look ragged (AP)

NEW YORK ? While lawyers for NFL players and owners spend the weekend trying to put the lockout to rest, many fans are wondering when pro football will return.

And when it does, just how ragged will the preseason look?

Exhibition games rarely feature star players for more than cameo appearances. Now, with no offseason training at team facilities, no minicamps and perhaps delayed camp openings, the big names could be on the bench until ... September.

There's also enhanced concern about injuries. Few players are likely to be close to football shape when they report ? whenever that is.

The players have yet to schedule a vote on an owner-approved proposal that would put the league back in business.

WASHINGTON (AP) ? Sorry, football fans.

The NFL is stuck in a holding pattern, with work still to be done to end the lockout. Heck, the players haven't even scheduled a vote.

People from both sides of the labor dispute planned to talk through the weekend ? although not face-to-face ? to try to resolve the differences preventing players from accepting the owner-approved proposal that would put the league back in business.

After the NFL Players Association decided not to vote Wednesday, Thursday or Friday, it's possible it won't make any decision until next week. It all comes down to how long it takes to resolve the remaining issues.

As it is, clubs won't open their facilities to players Saturday, when owners wanted to unlock the gates.

"Now it's just waiting," Carolina Panthers general manager Marty Hurney said at an Atlanta hotel where team executives were briefed Friday on new rules for next season. "Be flexible, and wait and see what happens."

Owners ratified the tentative terms 31-0 ? the Oakland Raiders abstained ? on Thursday, provided players would give their OK, too, and re-establish their union within a certain timeframe.

But players decided later Thursday not to hold a vote, saying they hadn't had a chance to see a finished product.

By Friday, it was in hand.

"Player leadership is discussing the most recent written proposal with the NFL, which includes a settlement agreement, deal terms and the right process for addressing recertification," NFLPA president Kevin Mawae said in a statement released by the group. "There will not be any further NFLPA statements today out of respect for the Kraft family while they mourn the loss of Myra Kraft."

Commissioner Roger Goodell and NFLPA head DeMaurice Smith attended Friday's funeral in Newton, Mass., for the wife of New England Patriots owner Bob Kraft.

Even when players decide they're OK with a final agreement, their approval process is more complicated than the owners' was. The 32 team reps will have to recommend accepting the settlement. Then the 10 named plaintiffs in the players' lawsuit against the league ? including Tom Brady, Peyton Manning and Drew Brees ? must officially inform the court of their approval.

Eventually, all 1,900 players would take a majority vote to approve returning the NFLPA to union status. When talks broke down in March, allowing the old collective bargaining agreement to expire, the players dissolved the union, turning the NFLPA into a trade association. That's what allowed the players to sue the owners in federal court under antitrust law.

Only after the NFLPA is again a union can it negotiate certain parts of a new CBA. Among those items that are of most concern to players:

_the league's personal conduct policy;

_drug testing;

_benefits, such as pension funds, the disability plan, and the "88 Plan," which provides money for care of former players with dementia or Alzheimer's disease.

The major economic framework for a 10-year deal was worked out a week ago. That included how the more than $9 billion in annual league revenues will be divided (about 53 percent to owners and 47 percent to players over the next decade; the old CBA resulted in nearly a 50-50 split); a per-club cap of about $120 million for salary and bonuses in 2011 ? and at least that in 2012 and 2013 ? plus about $22 million benefits; a salary system to rein in spending on first-round draft picks; and unrestricted free agency for most players after four seasons.

One item in the document ratified by owners that Smith said caught players by surprise because it hadn't been discussed during negotiations between the league and players: a supplemental revenue-sharing plan for clubs.

Goodell and the owners expressed hope Thursday night that their vote would lead to a speedy resolution to the NFL's first work stoppage since 1987. They called it an equitable deal that improves player safety and allows the sport to prosper even more.

"It is time to get back to football," a weary Goodell said.

Already, one game is sure to be lost: The league called off the Hall of Fame exhibition opener, scheduled for Aug. 7 between the Chicago Bears and St. Louis Rams.

As of Friday evening, the NFL still aimed to start the league year next Wednesday.

But for the time being, the league's labor impasse officially dragged on.

"We were told there's a lockout still in place," Denver Broncos chief of football operations John Elway said after the four-hour session for club executives in Atlanta. "We're still in the same place we were."

The Secret ? Curl Like a Girl

When it comes to fat loss or physique transformations, many people seem to think that there is a secret to it. ?Whether it be fat-loss pills, insane fad diets, trendy new workouts, people are always looking for THE FINAL answer to their fat loss woes. ?Well, I?m going to tell you what ?the secret? is, and honestly, I don?t think you?re going to like it. ?It?s not very exciting really and it?s actually the most difficult part of the equation. ?The secret is not just in what you eat, or the supplements you take, or the training you do?.it?s in all of them. ?But the most important aspect of it all is?

CONSISTENCY!!!

The only time I ever see positive results in my body is when I?m being consistent with my diet and training. ?These are periods of time when I go without ?cheating? on my diet and don?t take long breaks in between training sessions. ?Training is usually the easy part for people once they start a healthy lifestyle. ?Consistently sticking to a diet is typically the hardest part for most. ?This is because we associate food and alcohol with fun. ?As a society we like to go out for food and drinks with friends and we have a difficult time coming up with alternatives to this. ?Oftentimes, on Facebook, I?ll see people posting something like ?Just had the BEST ice cream at blah blah, but that?s okay! ?I?m going to the gym tomorrow to cancel it out!? ?I mean, that?s okay if you really like the way you look at the moment, but it?s not any way to make progress. ?You?re essentially taking one step forward by going to the gym, and then two steps back by gorging on a delicious, calorie-laden dish that left you in complete bliss for the total of 5 minutes. ?As they say, you can?t out-train a piss-poor diet. ?Frankly, you really don?t burn THAT much when you?re working out. ?Your diet is about 90% of the equation.

Now, I know that last paragraph was practically a slap in the face and might have made you hang your head in shame, but you?re not alone! ?Even those fitness models and competitors struggle with this! ?Everyone slips up every now and then. ?I?ve recently been making a lot of headway with my own personal transformation, but it doesn?t come without consequence. ?Lately I?ve been physically dragging at work (I run up and down two flights of stairs 40 hours a week), I?ve been moody and seemingly stuck in some sort of slight, foggy depression that I can?t explain and shake off. ?I know what?s happening and I know it?s because my body and mind are drained from being on a very strict, relatively low calorie, generally low carbohydrate diet (not too low, I?m at 1600 calories at the moment). ?But it?s hard going week to week without having a drink or fun meal with my husband or friends.

Here?s the truth: I hit my breaking point yesterday. ?I was already in a crabby mood before we left our place to visit some friends for coffee and then head to the London Aquarium. ?When we arrived at the coffee shop to chat with our friends, my mood was instantly lifted. ?I had a great time catching up on the past week and left there feeling good. ?Then my husband grabbed some lunch at the local market (I had a ?delicious? salad of canned tuna, spinach, and piccolo cherry tomatoes at home before we left vs. his sweet and sour chicken over rice?), and we shared some bites of a yummy brownie. ?Immediately afterward we headed to the London Aquarium where we were met with a HUGE line. ?At first this didn?t bother me because we had purchased our tickets online and had printed them off at home. ?I was sure that someone would be at the door just scanning our pre-printed tickets. ?But NOOOOOO?because we hadn?t purchased ?Priority? tickets for an additional cost, we would have to wait in the hour-long line to get inside and have someone print NEW tickets for us to be scanned before we went it. ?ARE YOU SERIOUS?! ?I wanted to cry? I had really been looking forward to this outing all week, just for it to be ruined by standing in a line with unruly children who were just being ignored by their lazy parents. ?I wanted a refund and I wanted to get the hell out of there. ?My husband and I spent the whole hour in line with our arms crossed, just glaring at the mass amounts of people and their irritating children and mumbling swear words under our breath. ?Once inside, I enjoyed the aquarium and the beautiful fish but again, the kids were an outright nuisance. ?Every time we go any place that might include a lot of children we declare that we are never having kids. ?So getting to the ultimate point of this story, my husband and I were in desperate need of a drink (or two) after this trip. ?Nothing was going to bring us out of this slump except a drink. ?It couldn?t be a beer, and it couldn?t be wine. ?It had to be something STIFF! ?Luckily, with my fabulous memory of good Mexican or South American restaurants, I had remembered that there was a Las Iguanas around the corner where we could get some genuine margaritas (not that lime green syrupy crap). ?We bee-lined for it and quickly decided to just go ahead and have dinner as well. ?We ended up having two cocktails each (Hey! ?It was 2-for-1 happy hour!) and a chicken burrito (which from what I could decipher actually probably wasn?t THAT unhealthy). ?In all honesty, our moods were completely lifted because of this meal and we had seriously saved the day from complete annihilation.

Okay, I realize that I sound like I?m contradicting myself with this story, but you have to remember that I don?t cheat like this on a regular basis. ?I no longer plan cheat meals in my life because they are bound to pop up just when you need them the most. ?My story also proves to you that I DON?T have amazing willpower and mental strength. ?Most people don?t. ?My willpower might be pretty strong, but I?m still human and I can only say ?no? so many times before I break. ?The key is to be consistent as much as you possibly can. ?If you want to be less strict than I am, then that?s okay! ?You just have to have a bit more patience with your body. ?Results don?t happen overnight.

Remember, this SHOULD be a lifestyle, not a quick fix. ?Quick fixes don?t last forever. ?Special occasions pop up and sometimes it?s healthier for you to let yourself indulge. ?It may not be the healthiest thing for you physically, but your mental health is just as important. ?This lifestyle is a journey, and if you don?t enjoy the journey, then what?s the point?

Now that might sound debatable, but truth is that I am a big proponent not only of goal setting but also in achieving those goals. Setting goals and planning is critical for our success.
But there is a built-in danger in goal setting, a very subtle risk, which most people ignorant of, receives it andlives by it. It is to believe that we will only be blessed when we attain those goals. We tell ourselves, ?when I become rich??, ?when I complete my education??, ?when I get married??, ?when we have children??, ?when I buy my first house?? ? you can go on and fill in the blanks, for I am absolutely sure, we all have our own blanks?
Now, having something to look forward to it?s not a bad thing?, I am absolutely not stating that those things are wrong; actually, in many ways I consider those things are requirements, even imperative. But when we tell ourselves ?when I do this?, or ?when I do that?, in a sense what we are doing is ?we are postponing life?, we are deciding to ?click the remote? and meet life only in the future, like Adam Sandler in his movie Click.
I got myself in that trap when I first got started in my internet business. I was so busy learning the ropes, and even if I was moving quite slowly, I had my eyes so fix on the destination that I was missing out the beautiful scenery that the journey was exposing me to. I did not like my journey and I was not having fun. No wonder thatsaw myself embracing failure many times? But thankfully, today I have got passion for what I do, and mostly i decide to have fun, masterminding with other leaders and focussing on every small step of the way, celebrating my small daily victories. i am not at the arrival line yet, but today I understand that getting there is not a location where others serve you, but where you serve others with joy. This is what true leaders do. They serve others. This is what I want to do. Because the impact you can have on others is unfathomable. It is when you let go what?s in for you and go in for what is in for others: this is the that will make the difference.

Relationship Issues - Empty Closets - A safe online community for ...

Hey, this is my first post on here so I don't really know how I'm meant to do this!

I'm 16 and completely out to everyone.I'm in a relationship with a guy who is still completely in the closet,I'm the only person that knows he's gay.
We've been together for almost 6 months.

He has no intentions of coming out anytime soon.The main reason that he's not out is because practically all his friends dislike gay people, we know this because many of them give me a hard time at school. He doesn't want to loose his friends and I understand that but he won't even say hi to me in school so that his friends won't know that we're 'friends'. He doesn't want them to know that he knows me to the point that we're not even friends on Facebook! At first I could deal with that but after 6 months he still doesn't even say hi to me!We never go anywhere that people could see us, so basically we never go outside, we only go to each others houses when nobody else is home so really we don't see much of each other. I can't tell anyone about the relationship which sucks but more than that my friends aren't stupid and they realized fairly fast that I was in a relationship and it really offends them that I won't tell them who he is.They all think that I don't trust them. It's particularly affecting my relationship with my other gay friends who don't understand why I can't tell them, considering they'd understand and wouldn't tell anyone else about him!I can't talk to my friends about him or ask their advice on anything concerning him, hence why I'm here lol

I love my boyfriend so much but it's really putting a strain on our relationship. Everything seems fine to him but I can't keep being in a relationship that's a complete secret, it's messing up every other aspect of my life.I've talked to him about it a few times and each time he just gets upset and I feel horrible for bringing it up!
I know how hard it is to come out and I don't want him to do it just to make my life better.

If things keep on like this I'm going to have to break up with him that's not what I want to do but I can't keep on like this.I want to show him off to the world and he doesn't want the world to know that I exist.

REVIEW: Whistlin' Dixie in a Nor'easter by Lisa Patton - Dear Author

Dear Ms. Patton,

I used to live in Memphis. In Germantown to be precise. My overwhelming memories are The Pink Palace Museum, my father going across the river to buy Coors beer in Arkansas, Elvis, Graceland and listening to the streets get sprayed during the summer nights to try and keep the mosquito population below 8 million. So when DA was offered the chance to read your upcoming second novel about Memphis belle Leelee Satterfield, I jumped at it and shamelessly requested the chance to read the first novel as well. I had a blast and can?t wait for round two.

Leelee Williams Satterfield is a Memphis girl, born and bred. She and her lifelong friends Virginia, Mary Jule and Alice have done almost everything together, including 12 years at an exclusive girls school, college, debuts, weddings, births and country clubbing. Leelee makes no bones about being a daddy?s girl or that she went after her high school crush Baxter Satterfield until she got him. Now married with two adorable daughters, everything is going Leelee?s way.

That is until Baxter broadsides her one evening with the news that he?s bored with his job, wants a change and is determined that change will be selling their home, buying an old inn in Vermont and relocating to a place that Leelee?s not sure is the left or right state next to New York. Horrified, she informs her friends who rally and soothe her. But Baxter is determined and before she knows it, Leelee finds herself out in the boondocks, living cramped, being bullied by the old owners who have stayed on for a year long transition and desperate to go home.

Just when she thinks things can?t get worse, Baxter disappears on their wedding anniversary leaving no note. It?s only then that she learns he?s been seeing the owner of a local ski resort and has decided to jump ship. Now she?s stuck in a place she doesn?t understand doing a job she doesn?t like with a staff she?s not sure she can count on. Will that be curtains for this Southern belle or a chance to discover who she really is?

Leelee is the proverbial Southern belle. While you might have just slightly exaggerated her tendencies and traits it?s not by much. I know Leelees. Her complete identification of Memphis as her home is also something that rings true. Though I haven?t lived there for decades, when people ask me where I?m from I always answer, ?Well, I was born in Atlanta?? Leelee begins the book as such a polite bit of dandelion fluff that I wanted to shake her and tell her to channel Julia Sugarbaker. The German transplanted former inn owner treads all over her, Baxter ignores her, all her efforts to spiff up the inn are rejected and she quickly discovers all the things that no one who wants to sell you an inn tells you about Vermont. This first bit is Leelee the Downtrodden.

She?s also a total fish out of water. Nothing has ever prepared her for the four seasons of Vermont ? short summer, brilliant leafed Autumn, endless snowy winter and Mud. Amazed she finds herself shoveling snow in what should be Spring, balancing on boards to keep out of the mud, slapping vampire blackflies that draw blood and relishing the short but intense summer before pulling out the toe warmers that keep her feet from freezing solid as the snow starts again. She also finds herself bonding with the native Vermonters as they pass on their wisdom and knowledge about, yes she admits, this state which has its beauties and good points.

Her frequent phone calls to her friends bear fruit when the three descend on the inn determined to help her shape it up and get rid of the houseitosis, awful wallpaper, head cheese menu and finally the woman who Leelee discovers set her husband up for his marital flight. I loved watching the four of them transform the inn into a showplace instead of something stuck 30 years in the tacky past. Leelee begins to take pride in a job well done and relishes the stellar reviews she and her hard working staff garner in local and regional media. I saw this as Leelee getting back on her feet.

Her friends come up with the perfect way to publicly get back at Baxter for what he did and begin to encourage her to pay more interest in the new chef she?s hired. Peter Owen is a peach even if he is from Jersey. Hot, good with her daughters, a great chef and endlessly supportive of Leelee I wondered when she would finally Get a Clue about him. It did arrive but the wait seemed endless and only served to set up book two due in September. Honestly, I wanted some action between them NOW since they were in an inn with eight bedrooms. But it has whetted my appetite for ?Yankee Doodle Dixie.?

I would say the book is Leelee and her journey from Daddy?s pampered girl and ?lady who does lunch? wife to a woman with backbone and gumption. Baxter is just a tool ? literally and figuratively. This is Leelee all the way as she goes from someone who pines for the Southland to a person who has to seriously think whether she wants to leave her new life. Instead of Chick Lit, I?d venture to say it?s Hen Lit as Leelee is older and grows wiser in knowledge of herself, of others and of a state she never thought would grow on her. By the end, it?s Leelee standing tall. B

UN court draws DMZ for Thai, Cambodia troops (AP)

THE HAGUE, Netherlands ? The U.N.'s highest court Monday created a demilitarized zone around a 1,000-year-old temple on the disputed border between Cambodia and Thailand, and ordered the armed forces from both countries to withdraw.

Both countries said they were satisfied with the ruling by the International Court of Justice, meant to end clashes that have claimed about 20 lives in the last three years and have displaced tens of thousands of people from the area around the Preah Vihear temple.

But Thailand's Prime Minister Abhisit Vejjajiva said that Thai soldiers will not pull out from the disputed area until the military of both countries agree on the mutual withdrawal.

"We need to talk to the Cambodians as the Cambodians also have to pull out their troops," Abhisit said at a news conference in Bangkok.

"So there has to be some kind of mechanism to verify, to do it in an orderly manner. And therefore it depends on the two sides to come together and talk," he said, suggesting that an existing joint border committee would be the appropriate place to plan a coordinated pullback.

In The Hague, Cambodian Foreign Minister Hor Namhong said the establishment of a demilitarized zone would mean "a permanent cease-fire. It will be tantamount to a cessation of aggression" by Thailand.

In brief remarks to reporters outside the courtroom, he made no reference to the demand for Cambodian troops to abandon the temple grounds.

The "provisional demilitarized zone" mapped out by the world court judges calls for Thai troops to move off a ridge line north of the temple and for Cambodian forces to leave the temple complex and move across a deep valley south of the shrine.

It also called on the two nations to allow officers from the Association of Southeast Asian Nations into the area to observe the cease-fire, which was called for by the U.N. Security Council last February.

After much wrangling, Thailand and Cambodia in May agreed on terms under which Indonesian observers would be sent to the border area, but the plan has not been carried out.

The court also ordered that unhindered supplies be provided to civilians at the temple, which would have to come via a road that Thailand claims runs through its territory.

The decision came after Cambodia appealed to the U.N.'s highest judicial body to intercede in the conflict and order Thai troops with withdraw. Thailand disputed the court's jurisdiction and asked the judges to dismiss the case.

By a vote of 11-5, the court went beyond Cambodia's request and imposed restrictions on both armies and police forces.

It said it decided to intercede to avoid the risk of more bloodshed and further damage to the ancient Hindu shrine.

"The situation remains unstable and could deteriorate," it said, despite an oral cease-fire after the latest fighting in April.

It ordered both sides to immediately withdraw armed forces, and "refrain not only from any military presence within the provisional demilitarized zone, but also from any armed activity directed at the said zone."

Although the order is legally binding, the court has no means to enforce its rulings.

Thai Foreign Minister Kasit Piromya noted the court had rejected Cambodia's demand for a unilateral Thai pullback. A withdrawal of armed Cambodians from the temple "has been our consistent position," he said outside the courtroom.

In Bangkok, Abhisit said the ruling should lessen border tensions.

"It's something that Thailand and Cambodia should work together to see how we can achieve that," he said.

The court ruled in 1962 that Preah Vihear is in Cambodian territory, a judgment Thailand does not dispute. But the earlier ruling failed to draw definitive boundaries around the temple.

More peculiar was seeing Darren Clarke atop the leaderboard after a 1-under 69, his first time in contention at any major in 10 years. Right behind was Dustin Johnson, who was 4 over through the opening 13 holes of this championship and somehow wound up in the final group.

Thomas Bjorn, who threw away the British Open eight years ago at Royal St. George's, was the first alternate at the start of the week and now is only three shots behind. There's also a 22-year-old who plays without fear and makes it look fun ? only it's not U.S. Open champion Rory McIlroy, but Rickie Fowler ? "Little Rickie" as they call him in these parts.

Could anyone have predicted these storylines at the start of the week?

"No," Johnson replied. "I was playing pretty well, but you never know, especially coming into a British Open."

At least Sunday might be a little easier to sort out.

Clarke escaped the worst of the raging weather Saturday, leaving him far less traffic on his unlikely road to a claret jug.

He was dressed in full rain gear when he walked to the first tee for a third round that had been crowded with contenders. When he walked off the 18th green in short sleeves, he had a one-shot lead and was blinking in the bright sunshine over Royal St. George's.

There were 44 players within five shots of the lead going into the third round.

Now there are 12.

"If somebody had given me 69 before I was going out to play, I would have bitten their hand off for it," Clarke said. "Saying that, we did get very fortunate with the draw. Sometimes to win any tournament, the draw can make a big difference. But in The Open Championship, it makes a huge difference. We got very lucky."

He also was very good.

Clarke missed only two greens in regulation, and was one of only three players who managed to break par. It was his third round in the 60s, and it put him at 5-under 205 and into the final group of the British Open for the first time since 1997 at Royal Troon.

Fewer contenders doesn't make it any easier.

Johnson, the powerful 27-year-old American, managed to make six birdies on his way to a 68 that puts him in the final group for the third time in the last six majors. The other two aren't exactly glorious memories ? an 82 to lose a three-shot lead at the U.S. Open last year, a two-shot penalty on the last hole of the PGA Championship when he didn't realize he was in a bunker.

"I'm going to be pretty comfortable out there tomorrow because I know what to expect, I know how to approach it, and I know what I do in those situations," Johnson said. "So hopefully, I can go out tomorrow and play some solid golf like I've been doing the last few days."

Fowler was soaked, zipped up in a cream-colored rainsuit for two-thirds of his round, yet it never seemed to bother him. He hung around par during the worst of the conditions ? a remarkable feat ? and when the rain went away, he took off to higher ground. Fowler made three birdies over the last six holes for a 68 and was two shots behind, along with Thomas Bjorn (71).

Fowler played with McIlroy, whose hopes ended with a tee shot that went out-of-bounds on the 14th. He shot 74 and was nine shots behind.

Lucas Glover, a U.S. Open champion who played in the final group Saturday, made 10 straight pars early in his round only to lose his way, but not his hopes over the final hour. Glover missed two birdie putts inside 6 feet on the back nine, and made two bogeys. He shot 73, but still was within four shots. He was tied with Miguel Angel Jimenez, who didn't make a birdie in his round of 72.

Also still in the mix is Phil Mickelson, who has only contended once in the British Open. He rallied when the sun began to break through the clouds and salvaged a 71, leaving him five shots back in a group that included Anthony Kim (68), PGA champion Martin Kaymer (73) and Ryder Cup captain Davis Love III, who tied for fourth at Royal St. George's in 2003 and had a 72 to stay in range.

But it starts with Clarke, a 42-year-old from Northern Ireland who has been watching the youngsters from Ulster celebrate golf's biggest events, from Graeme McDowell at Pebble Beach last summer to McIlroy at Congressional last month.

"Did I ever doubt I would get myself back in this position? No," Clarke said. "Did I know it was going to happen? No. Did I hope it was going to happen? Yes. But did I ever doubt? No."

Once he finished his own Q & A, Clarke headed to the home of agent Chubby Chandler to "stuff his face" and try not to have too much to drink.

A big day awaits Sunday, perhaps the biggest of his career.

And the forecast isn't very friendly.

Typical of the weather in this part of the world, anything goes. There's supposed to be a mixture of sunshine and passing showers that could be heavy but won't stick around for long. The constant is the wind, which again is likely to gust upward of 30 mph at times. A one-shot lead is nothing on Royal St. George's in calm conditions, and anyone at par or better figures to be in the mix.

No other major championship depends so largely on the weather, and that was never more clear on Saturday.

Those who played early, such as five-time Open champion Tom Watson, caught the worst of the nasty stuff ? gusts so strong they flipped umbrellas inside-out, a light rain that soon turned into a driving rain, and scores that soared through the gray sky.

Of the first 41 players who teed off, no one could even match par. Trevor Immelman had one of the better rounds at 72, and his strong effort left him nine shots behind. "It was like going 18 holes with the heavyweight champion of the world," he said.

Watson, the 61-year-old magician on the links, must have been smiling inside when he saw how bad it was. He worked his way around the front nine in wind so strong he twice had to hit driver for his second shot, yet he didn't make a bogey and was drawing a huge crowd looking for a repeat of Turnberry two years ago, when he nearly won.

He, too, had a 72 and most likely is too far behind.

"We got lucky," Mickelson said. "I think the guys that played late got really lucky, myself included, that it went away right around the turn for me. And we went from really fighting for pars on every hole to thinking about birdies on some."

Until Fowler broke through with his 68, the 41 players before him had an average score of 76.36. The next 29 players after him, who played most of the round without the rain, had an average score of 72.96.

"The way I was playing, I would have loved to have seen the weather stay the same throughout the day," Fowler said. "But that's the beauty of the playing in The Open Championship. It's not always the same all day. It can change any minute."

It wasn't just the weather. Clarke and Johnson stood out against the others, keeping their mistakes to a minimum. Clarke might have done even better if he could have made some more putts. After a 15-foot birdie on the opening hole, he had good looks at birdie on the next six holes without making any of them. But he never lost the lead, either.

Now he has to keep it together for one more round. It's only a one-shot lead, but it's not a bad place to be.

"Nineteen times I've failed to try and lift the claret jug, and tomorrow I have an opportunity," Clarke said. "But at the moment, it's just an opportunity because the weather is going to be very windy again tomorrow, and there's a long way to go still in this championship."
